English Councils Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a new study of local authorities, UK councils are planning to offload community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to shore up their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of councils seeking to raise money from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders stated they would prioritise restructuring services and using savings to manage increasing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent said its asset disposal plan featured the sale of a retail complex in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and commercial properties held in Worcestershire and Suffolk, which all generate rent for the authority, will also be disposed of under the plan.

Local Levy Rises and Broader Fiscal Pressures

The survey of councils in the coalition, which includes several urban centers, further found that over seven in ten of authorities will need to raise local levies next spring to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Forecasts

Research of regional authorities recently further found local finances being strained by the increasing figures of children and adults needing Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Deprivation and Financial Shortfalls

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the latest IMD measures,” said the report.

“While only one key city is among the top 10 for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The data underscores the scale of challenges confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the survey revealed.
