Pat Cummins has claimed 309 Test scalps in 71 five-day games with an impressive average.
The Australian selection chief the selector has stated that skipper Cummins will be a central figure in the upcoming England-Australia contest.
Speculation had been growing that the veteran bowler might miss the series due to a ongoing back issue that remained unresolved.
Earlier indications from team management suggested no definitive call had been made regarding whether he would play, with the extended contest scheduled to begin on 21 November in Western Australia.
Bailey expressed that Cummins is "building up" and remained hopeful about the prospects of participating.
"We know that time is getting short and multiple considerations at play, not only the back issue, but other factors as well," he commented.
"The outlook is good. [We are] really confident that he will feature a major part. Ideally it's the first Test. Should that not happen, we'll reassess."
Previous Setbacks
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals recently after medical tests showed a lumbar bone stress.
He has a history of spinal problems, with recurrences in several earlier campaigns causing him to miss multiple domestic campaigns in a limited period.
He emphasized he would be ""aggressive" and "take risks" in his recovery plan to make the squad for the Ashes.
Bailey noted that it was unclear if he had started his bowling workouts as part of his comeback but admitted it was "pressing" for him to regain fitness for the initial match.
Alternative Arrangements
Should Cummins not be fit, ex-skipper Smith will lead the side.
All-rounder Cameron Green was excluded lately from the ODI lineup for their one-day international series against the subcontinent side as a safety move because of soreness in his side.
The selector characterized it as a "small issue and confirmed that Green will play in the state-level matches, so will be "ideally positioned to resume bowling."
"We put so much time has gone into developing the strategy for him to participate for the opening match as an dual-role player," Bailey explained.
"His involvement was limited to the initial matches anyway. How he handles the willow in shorter formats, should it hinder progress for a short period, we opted to take a cautious route."
